Removed duplicate reference to API versioning documentation and added a note about the CHANGELOG file for the Release Management repository.

Special notes for reviewers:
The README still points to the Wiki for the meta-release process and the Commonalities and ICM release process documentation. We may consider in further PRs if we want to integrate that as well into GitHub.
A consistency check of these wiki pages with the Automated release process still needs to be check and some updates may be needed (e.g. usage of the term Sandbox).
The legacy API release process Wiki pages are proposed to be moved under "Archived pages/Legacy information".
