InvenioRDM v13 release of CaltechAUTHORS

This release upgrades CaltechAUTHORS to InvenioRDM v13. It includes all changes to the default installation, and adds a dev container environment for development. It also includes migration scripts for moving from v12b2 to v13 in an efficient manner for repositories with large numbers of records.
