Initialize WEB 430 repository with README and .gitignore

• .gitignore: Configured patterns for:

Criteria column
" The big things to fous on is the intiail post must 250 words in length so there should be a category replaced/updated to include the word count requriemetns and in each criterion the number of words should be listed. Use this as an example, MASTER 250 or more words; REINFORCE (mature) 210-249 Something like that. I am open to either adding it to a category or replacing an existing cateory with that one. Also another requriement is the respons. One response is required and teh response should extend the conversation. 5 points are tied to teh response so if there is no response then no points are awarded for this. And if there is a respoisne then the quality of the resaponse should be measured.
