Stacked on #82, #81 & #80. Adds HTLC support to the Javascript SDK alongside basic testing. Lacks comments, will polish support if there's interest in upstreaming. Lacks support for
cancelHTLC, may need additional work to automatically deliver & claim the transfer (?).
