Fix CI build and update pre-commit hooks

Summary

This change set provides several houskeeping-like changes that do not affect the production code, including:

• Being less restrictive with domains during wheel build to fix uv provision that currently fails
• Updating and applying pre-commit hooks and their suggestions where feasible.
