Why does this code's license have to match ElasticSearch's license? (Considering that I'm not really actively developing this code, it's a moot point.)

Apache V2 is a license that is commercial use friendly. In the current state we are not able to use your plugin because of GPL V3 terms.

The code was initially developed on Office of Naval Research funds/time. I really can't change the license to something commercial-friendly without a more detailed explanation, and then I have to navigate the ONR hierarchy to get the requisite approvals.
