fix: footer links mismatched hover colors

Description

The footer links had mismatched hover colors.
This commit standardizes them to match the design system.

Testing Done

• Manual UI check: Checked hover consistency on desktop and mobile breakpoints.
• Tested in development mode (npm run dev)
• Tested production build (npm run build && npm start)
• Tested on multiple browsers (chrome, Microsoft edge , Firefox)
• Tested on mobile devices/responsive design
• Ran linting (npm run lint)
• Checked for console errors
