I based myself off of the existing theme selector menu. Note that because the CSS uses IDs instead of classes (and I didn't want to use the theme id for a language thing), themes needed to be changed. Don't expect existing theme PRs to work out of the box with this change.
I'm making it a draft because I still think the CSS needs to be refactored a little.
