Hashbang is not the only usage of this comment style! The default applescript handlers that come with Mavericks' Messages app use hash to comment ordinary text. Check out "~/Library/Application Scripts/com.apple.iChat/Speak Events.applescript"
This change works for me, but may not be global enough: sorry if this breaks something else!
