make install should always work even there was no preceding make or make build, but $(INSTALL_PREREQUISITES) was not defined anywhere, so running make install directly caused test -f roundup to fail.

`make install` should always work even there was no preceding `make` or
`make build`, but `$(INSTALL_PREREQUISITES)` was not defined anywhere,
so running `make install` directly caused `test -f roundup` to fail.
