Updates ACCOUNT_MIGRATION.md to note that the new PDS must support SMTP in order to actually use the migrated account on the Bluesky app.

Add note explaining necessity of SMTP set up on new PDS.

(I am inferring that SMTP is required since I just migrated an account to my SMTP-less PDS, and the verification email has not showed up.)
