feat: add managed router daemon for OpenWrt

Summary

• add the managed opensnitchd-router runtime, router capability checks, provisioning, and authenticated gRPC router identity
• enforce the router-managed rule subset server-side and expose managed-router state in the nodes and routers APIs
• update the Nodes, Rules, Connections, and Prompt UI for router-managed routers and ship the router-daemon arm64 release artifact
