@lunswor thoughts on this? I am concerned it might set some strategies up for an infinite loop which up till now have just failed

I just tested a few scenarios of replacing, my replace logic had a check that the order was executable so ended up in a infinite loop.
I think this change is better as executable is correct with the exchange state and the user should fix their code to not keep firing invalid order changes.
