Fix guild list loading prompt initialization

Summary

• manage the guild list loading prompt timer with refs and effects instead of running state updates during render
• reset the prompt timer when loading state changes or when manually refreshing the guild list

Testing

• npm run lint (fails: existing ESLint config error about AudioWorkletGlobalScope whitespace)
