NEW: Add SlicerBrainVolumeRefinement extension
The extension helps finding image parameters (size, pixel type, etc.) for unknown binary files and creates nrrd header to allow loading into Slicer.

Switched from moselhy/SlicerAutoscroll to lassoan/SlicerAutoscroll because pull request that fixed Slicer-4.11 compatibility was not merged for more than a month.

Past v1.2.2, dcmqi will be built against DCMTK 3.6.5, and will use SNOMED SCT codes, but Slicer PR to upgrade DCMTK is not merged yet (see Slicer/Slicer#1308).

Maintainers at https://github.com/SNRLab/PercutaneousApproachAnalysis did not merge pull requests, switched to the SlicerIGT fork and fixed errors there.
Build is fixed on Linux and Windows, re-enable for build testing on Mac
Archiving SlicerOpenCV until build can be diagnosed
Bill Lorensen did not transfer the repository and did not appointed a successor on github, therefore write access was lost to the original repository.
Activating SlicerOpenCV to test build fixes on factory machines
SlicerIGT is only a runtime dependency - do not require it for building to ensure SlicerHeart extension is available even if SlicerIGT extension has build errors.
Sandbox, SlicerIGT, RawImageGuess, SlicerDcm2nii, and SurfaceWrapSolidify are not true dependencies of the SlicerMorph extension, so it's not necessary to install before use. We plan to replace this default installation with an option in SlicerMorph to install recommended extensions.
This reverts commit d37ef8f. That commit was made to allow building SlicerHeart without SlicerIGT, but it also prevented testing of some modules, therefore we keep the dependency for now.
Update build_subdirectory to match change of SkeletalRepresentation extension to be superbuild.
