Add translation files for Spanish, Portuguese, French, and Chinese (Simplified) to the i18n system. Fix language switching to work immediately by adjusting i18next configuration (lowerCaseLng: true) and removing the misleading restart hint. Add comprehensive hot-reload tests to verify language switching works without restarting the CLI. Co-Authored-By: Claude Haiku 4.5 <noreply@anthropic.com>
