feat: modernize a0-ext

✏️ Changes

Inspired by #64, the following PR makes changes to bring auth0-extensions-cli inline with modern practices and assumptions.

This PR introduces two new command-line options, --runtime and --mode. --runtime can be used to specify an alternative runtime for fetching metadata regarding external canirequire modules. --mode can be used to explicitly set the mode passed to webpack. By default, mode is development but can be set to either development or production.
