MEDIA_ROOT and STATIC_ROOT should be overridden in custom_settings.py anyway, but this suits development well!

Hi!
I took the liberty of making quite a few changes to make chishop run with Django 1.3 and in general be nicer.
Hope the changes are pullworthy - I even updated the version a notch ;)
