- Remove Cloudflare cache clearing step from GitHub Actions CI/CD pipeline
- Add comprehensive Makefile with common Hugo commands (server, build, new, clean, deploy, test)
- Update README.md with detailed setup and usage instructions
- Document both Makefile and manual Hugo command usage
- Add project structure and CI/CD information to README
