Enable setting the policy as a parameter.

Example usage in artefacts.yaml:

    scenarios:
      settings:
        - name: waypoint_mission_test_with_stumbling_policy
          run: "uv run dataflow --test-waypoint-poses --policy stumbling"
          
        - name: waypoint_mission_test_with_complete_policy
          run: "uv run dataflow --test-waypoint-poses --policy complete"
