ci: fix pipeline toggles missing in discover step#86

The `EXPECT_GO` and other template-time toggles were commented out, causing the pipeline to skip language-specific steps like linting and testing since they evaluated to `false`. This commit adds an `env:` block to the `detect` step so those toggles are properly evaluated.
