ci: replace git-tag-inc with npx semver in release workflow#85

The `git-tag-inc` tool is not available in the `ubuntu-latest` GitHub Actions runner by default, causing the "Prepare release tag" job to fail with `command not found`. This commit replaces `git-tag-inc` with `npx semver`, a widely used standard Node tool that is readily available because the runner comes pre-installed with Node.js. It safely handles fallback for no existing tags (`v0.0.0`) and properly increments standard and prerelease versions.
