feat: add chat UI with Arcjet protection

Adds a simple chat UI using relevant Arcjet building blocks and the Vercel AI SDK. It's not linked in the menu and wont be configured when deployed because we don't want to expose this in the general example yet - it will need to be behind auth to track rate limits properly.
