This patch set introduces packaging the relay as a snap.

I'm going to add default grove path. This will close the loop on the final default config that prevents the relay from starting after installation.

Removed the need for GCC, pushing to the devel channel, and
added strict confinement.
If the user chooses, they can use the certs generated
upon install of the snap instead of creating their
own certs. These certs are stricltly meant for
development/iteration purposes.
The information added will help folks setup snapcraft, build
the relay snap, install, and run the relay.
Forgot to remove wrapper ags from the install hook. Swapped to setting
'enable' to 'no' after generating certs. This should prevent the relay
wrapper service from attempting to start the relay before being
configured. I've not tested this commit.
Also swapped to using 'case' for that check.
