feat(web): support for dom node in ReactiveList's scrollTarget prop

• This will allow ReactiveList's scrollTarget prop to accept a dom node. The purposed change will implement ReactiveList > scrollTarget should/could also accept node #1063 .
• Please make sure that there is no linting errors in the code.
• Documentation PR: feat(web): adds 'Object' type for scrollTarget prop of ReactiveList reactive-manual#190 and feat(web): adds 'Object' type for scrollTarget prop of ReactiveList Docs#63
• Create a PR to add/update the storybook (if needed) at here.
