There are docker issues breaking the build. I haven't had time to investigate them yet.

Seems good to not rely on jdk8 anymore, but not sure where this is coming from

Probably https://github.com/sbt/sbt-native-packager/blob/main/src/main/scala/com/typesafe/sbt/packager/docker/DockerPlugin.scala#L84?
