Rationale for this change
The doc was very outdated, as it was still mentioning the script to merge PRs. Since it now only contains the release scripts, I took the liberty of linking to the release steps of
parquet-javawhich are almost identical.What changes are included in this PR?
Do these changes have PoC implementations?
