1. Update the released version in apache jira for HDDS project, marking a version released: https://issues.apache.org/jira/plugins/servlet/project-config/HDDS/administer-versions?status=unreleased
2. PMC member needs to add a release in the project metadata https://reporter.apache.org/addrelease.html?ozone
3. Add step to deprecate/remove old releases.

Updates the Ozone release guide to include additional post-release steps for ASF metadata and cleanup, aligning the checklist with current Apache release management expectations.

Changes:

• Added a new section to mark versions released in Apache Jira and to add the release to Apache Reporter project metadata.
• Added a new section describing how to deprecate/remove old releases (including an svn rm example).
• Minor wording tweak in the patch release section to clarify the removal step with an example.
