Ok. The "Release Audit Tool" (RAT) failed because of "unknown licenses". That's possible. Need to take a closer look. |
Roll back to RAT 0.16, address build failure caused by new RAT report format.

RAT failure "fixed" by downgrading to RAT 0.16. Opened NUTCH-3138 to track the RAT upgrade. |
