docs: make security pages easier to find

Add links between security pages, and don't link to the ASF-wide security page from the menu to increase the chance that a user sees the answer-specific security pages first.

@raboof Thanks a lot for the help. For the link changes in it, I would like to confirm. Because we have two locations. As you can see in the picture below.

For now,

• Link 1 under the community tab directs to the https://answer.apache.org/community/security
• Link 2 under the ASF tab directs to the https://www.apache.org/security/

You change the Link 2 directs to https://answer.apache.org/community/security. So I want to make sure that this is what you want to modify? I just don't want there to be a misunderstanding.

That was indeed my intent. The main reason behind the change is to remove the link to https://apache.org/security/ from the main menu, because we want people to see the Answer-specific security page first. If they arrive at https://apache.org/security/ first I think they'll miss the Answer-specific security page.

I can understand if you find it confusing to have two different menu items that point to the same page. I would also be OK with removing one of them (and making sure the other one points at https://answer.apache.org/community/security). If you prefer that, LMK which one you'd like to remove and I'll take care of it.
