LabelTypeInfo was added sometime in recent revisions. This change adds it to the ProjectInfo struct.
This change implements the label operations sub-API for projects that was introduced around Gerrit 3.1.x.

This change introduces support the labels sub-API for projects as well as capturing the label type information in the top level project struct.
