- fix: make compatible with python3.12
- build,ci: bump tooling to 3.12, migrate to hatch
- ci: bump pre-commit tools, re-lint codebase
- fix: drop support for python<=3.9, fix tests for py3.11, relint
- fix(sip): split out and fix auth hashing fn, enums str, add test
- chore: bump release version to 0.4.0
- fix: use random ephemeral ports for tests
- ci(.github): use hatch, test matrix, caching
