and comment out deprecated plugins for now
- change Timer to new Temporal class - change liftF to eval - remove references to Effect for now
and use interruptible for Sync delays (waiting for port and tcp connections eg)
- upgrade fs2 version - make Async available to access ApplicativeError - update compiler settings to eliminate warnings

This PR updates the library to use Cats Effect 3. This required updating
sbtand commenting out dependancies that were unhappy (tut e.g.). ATM the tests do hang locally as there seems to be an issue with the underlying docker lib getting kafka spun up. However everything compiles and other test resources are healthy.
