Split and move editors in Eclipse Juno and Kepler

Initial release of the plugin which currently supports Eclipse >=4.2 (Juno and Kepler).

In order to make it work drop the binary into your dropins eclipse directory

Available actions:
CTRL+4, S (Split an editor with multiple open tabs into two sections adjacent horizontally)
CTRL+4, M (Move an open tab into the adjacent section if such exists)
