This PR:
- Upgrades webview_flutter to v3
- Upgrades other packages to highest patch version
- Sets flutter SDK to latest stable version and make appropriate changes throughout
- Fixes misc. typos and linter errors
- Switch to flutter_lints (flutter team recommends)
