Pull Request Overview
Updates the SIGSOFT CARES annual report section to reflect the availability of the 2023 report and adds the 2024 annual report.
- Updates text to indicate the 2023 report is now available (past tense)
- Adds link to the 2024 annual report
- Reformats the annual reports section for better readability
