tried my best to add a configurable .toml theme file for easier theming. Mainly for matugen usage with linux but idk if it will work on windows :3

Can you just add a theme.toml example + short README docs (path, keys, #RRGGBB format, and fallback-to-default behavior)?

Thanks for the update, still needs some changes. I will merge this and will do those minor fix myself.
