This code allows Get-LatestCumulativeUpdate to accept a Build parameter

• This removes the need to maintain a Version to BuildNumber mapping in LatestUpdate.json, reducing required maintenance on this module

Motivation and Context

You can now do this:

$Build = [System.Environment]::OSVersion.Version.Build
Get-LatestCumulativeUpdate -Build $Build

How Has This Been Tested?

• Passed Invoke-LocalTest.ps1
• PowerShell 5.1 on Windows 10 1903
• Ensure all tests in the tests folder have been run in your test environment before completing the pull request
