解决了判断教务url可用与否的逻辑错误（if）
简化了检测逻辑（原本的会先检验一次第一个url，如失败则再全部检验一遍；改为直接全部检测一遍，如果有可用则直接使用）
对所有功能性描述注释进行了格式更改（增加换行），适配IDE，方便使用API
