Summary

add a GitHub Actions workflow that installs CPU-only PyTorch with DGL and PyG dependencies and runs smoke tests
create a minimal example illustrating parallel DGL and PyG graph construction
introduce a lightweight smoke test comparing DGL and PyG graph structures to support migration efforts
