The nokov motion data from bvh by GMR script cant't be used with Twist project directly, so changed the out motiondata from 29 dof to 23 dof default.

Used in this scenario:
1.python .\scripts\bvh_to_robot.py --bvh_file .\bvh\demo.bvh --save_path demo.pkl --format nokov
2.python server_high_level_motion_lib.py --motion_file demo.pkl
