This PR adds an explicit license to the SMC project, the same BSD 2-clause license used in other parts of the X16 project.

I ask all contributors to confirm to distributing the code base under the above-mentioned license:

I agree to the license change. Though my contribution (alongsides @mooinglemur) was in the .github/workflows/build.yml file, which does not explicitly have a license added to in this commit.

I am not sure how to use this license the "proper" way. Since I am not a lawyer, and, am not that familiar with different open souce licenses, I would prefer that it is written somewhere that the license in use, is "BSD 2-clause" (to make it easier for non-lawyers like me to categorize it). If this is common to do. If "everyone" knows that this text means "BSD 2-clause", then I guess that is not needed.

Kevin Williams has approved the license in a privat conversation on Discord with me.

Message from me to Kevin:

I have proposed that X16-SMC is released under BSD 2-clause license, the same as other parts of the X16 code base. Currently there is no license.
I’m asking all contributors to approve this change.
Could you comment the Pull Request or send me a message if it’s OK with you.
