Setup

Add a settings.py that looks something like this:

JIRA_SERVER = 'https://mysexydomain.atlassian.net'
JIRA_USERNAME = 'foo.bar'
JIRA_PASSWORD = '1223456'

Do the virtualenv dance with requirements.txt.
