- Replace manual build/push scripts with GitHub Actions workflow
- Use manylinux_2_28 as builder base (glibc 2.28, portable binaries)
- Add parameterized tester Dockerfile for multiple distros
- Push to ghcr.io/wavm/* instead of DockerHub
- Remove old Ubuntu/CentOS builder images and clang-format containers
