feat: add pre-push hook to prevent direct master pushes

Description

This PR introduces a client-side git hook mechanism to prevent accidental direct pushes to the master branch.
It adds a pre-push hook script in scripts/hooks/ and updates CMakeLists.txt to automatically install this hook into the developer's .git/hooks/ directory during the build configuration process. This ensures that all contributors have this safety net active by default.
