Why

AUCTORISEAL must expose an explicit canonical authority-definition surface so that downstream systems can resolve authority posture without ambiguity.

Included surface

  • AUTHORITY.md

Result

  • establishes a canonical published authority-definition surface
  • makes explicit that authority is rooted in published canonical surfaces
  • removes ambiguity between repository visibility and valid authority state

Boundary

This change adds an authority-definition root surface only. It does not alter authority roots, seals, revocation semantics, governance rules, or downstream execution behavior.
