Adds authoritative manifests in .github/governance/:

  • GOVERNED_REPOS.txt (must be governed)
  • NON_GOVERNED_REPOS.txt (explicit exclusions)

This makes the governance perimeter closed-world: any repository not present in either list becomes a policy violation.
