Efficient routine execution

Issues addressed:

• manually interpolate all placeholders to log errors in logic #58 (not manual interpolation but still tracking placeholder interpolation)

Features:

• chunking large outputs to avoid cdp timeouts
• more efficient fetch storage (removed the code for sending it back and forth via cdp)
• added JS logic for logging interpolation of params for observability (in a later PR discovery agent will use these to fix routine creation)
