I added a docker-compose.yml file that deploys a PostgeSQL17 database, it has volumes, network for database isolation (I think) and a timezone configuration for Europe/Sofia.

3.Testing
I "docker-compose up -d"'d in the terminal and it created the container.
4.Learning Reflection
Q: What did you learn while working on this PR?
A: I learned what most of the parts of the docker-compose.yml file are. Not 100%. I also learned what the purpose of the .env.template file is.
Q: What challenges did you face?
A: Everything was a challenge. Except maybe forking the main repo and all that. All of this is very new to me and I do not know where I am.
Q:What would you do differently next time?
A: Do it for less than 5 hours ideally.
