Add a standalone docs-webapp based on Vite, React, TypeScript, and Tailwind so documentation can be developed and built independently with standard npm workflows.
Implement a modern technical documentation landing page with sidebar navigation, architecture highlights, and command snippets to improve discoverability and onboarding.
Replace docs-webapp with docs/site, add library-specific Rust-themed documentation content, and wire sidebar/navbar links to real in-page anchors for clickable navigation.
Replace the previous docs site with VitePress-based docs and harden job completion flow so post-run setup/runtime hook failures are reported as warnings instead of requeueing completed jobs.
